Why you need to focus on learning
It would be great if we could make a plan and execute it. Roll it out smoothly and without surprises across the organization. As a manager, you could delegate and focus your attention on other important issues and tasks.
But implementation comes with surprises. Challenges, snags, problems that need to be solved on an ongoing basis. Some of this is a local problem that may only show up once, others are general in nature. Something that calls for learning. Not just for the individual, but for the team involved in the entire implementation and/or the rest of the organization.
