That's how clear one of the Management Commission's recommendations for better public management was.  

This recommendation was not unfounded: research points to a wide range of benefits when leaders practice vision leadership. A vision can set a clear direction for the organization, add meaning to strategic priorities and decisions, serve as the shared covenant that binds the organization together, and help create a good organizational reputation based on what the organization strives to achieve.  

Practicing vision leadership is about articulating, communicating and sustaining a vision for an organization in order to create a clear and meaningful direction for the organization. A vision describes the picture of the desirable, long-term future. In other words, the vision describes the future dreams to be realized, the improvements to be achieved and the stories to be created.  

However, there are a number of pitfalls that can affect whether the vision ends up triumphing in practice or whether it ends up as an airy wreck that only exists on paper without living in reality. What do you need to consider when formulating an inspiring and appealing vision? How can you successfully break down the vision into a hierarchy of goals with benchmarks and objectives that make it down-to-earth and possible to connect to the daily task solution?
