We have many years of experience and deep insight into leadership and organizational development in the public sector. We have helped customers across the entire value chain. From state to region and municipality. Read more about how we have worked with other municipalities below.
"KulturRummet is Thisted Municipality's major investment in the cultural area: here, the municipality's municipal cultural institutions and the municipality's cultural administration merge into one organization. An organization that also reaches out to and collaborates with other cultural actors; both the self-governing, independent artists, associations, etc.
This also means that the management staff and management organization is new: The three general managers of the library, the music school and the service team/civic centre and the general manager of KulturRummet make up the management team. And it's not just the organization that's new: The three general managers come with little or no management experience. It was therefore obvious to have a check-in on management, but based on and directly reflected in our practice. We didn't want a module, course or training far removed from everyday practice.
Rasmus Thy Grøn has previously worked with leadership in Thisted Municipality, and I was in no doubt that it was an advantage to have Rasmus put leadership on the agenda in our local context. I therefore booked Rasmus for 2 development days in our team 1.5 months apart and reflection on practice in between, but also for individual sessions with him and me alone: Here, the purpose was to organize the two development days together, so that I as a manager had the opportunity to influence the agenda and themes in the direction where I think we are most challenged. In addition, I also got some individual tools to work with leadership within the theme.
We had two great workshops where Rasmus introduced the dilemmas that arise in the leadership field - and in the transition from one position to another. The latter is highly relevant for our hybrid organization. And not least highly relevant to put leadership on the agenda when life in organizations suddenly changes and calls for something different in a Corona time.
In addition, Rasmus, in consultation with me, developed a development tool that each manager uses individually as a starting point for conversations in the team and with me as their manager. Suddenly, we have a professional tool that is more agile and adjustable than a more formal LUS conversation would suggest.
We have now been working with the tools for 1.5 months after the sessions with Rasmus ended, and they have become a permanent part of the conversation tools and collaboration in our team. We put leadership on the agenda several times a year, where we check out of operations and check in on leadership. So I'm convinced that LEAD will visit our management team in KulturRummet again in the future."
- Eva Sjælland, Head of KulturRummet and Head of Section for Culture, Thisted Municipality
Roskilde Municipality has succeeded in ensuring a significant increase in the quality of pedagogical work.
In collaboration with Vejle Municipality, LEAD has developed a talent program for managers of managers who have the potential to become managers. The program aims to ensure that the organization is even better able to develop leaders who have the potential to exercise leadership at a higher management level in the organization. This effort will increase the recruitment base for management positions by developing a group of potential managers who are well-qualified and have the desire to become managers, especially at management levels 3 and 4.
Esbjerg Municipality has launched an ambitious vision for the municipality to be Denmark's new growth center by 2020. As part of the realization of this vision, LEAD, in collaboration with Esbjerg Municipality, has developed a leadership talent development programme for managers of managers and managers of employees. The purpose of the programme is to ensure that the organization can develop leaders who have the potential to exercise leadership at a higher management level in the organization.
The course consisted of 3 modules titled
1) Personal leadership
2) Dynamic task development and professional management and
3) People, financial and operational management and rounded off with an internally structured bootcamp
In collaboration with Skanderborg Municipality, LEAD has developed a pre-management talent program for employees who are assessed by their own manager as potential managers and where there is a desire on the part of the individual employee to clarify and equip themselves to be a manager of employees.
The purpose of the course is:
The course consists of 3 teaching modules where participants use concrete tools to clarify whether the leadership role is the right way to go and build basic competencies to be able to take on the job of managing employees.
During the course of the program, the individual participant is supported through coaching, management internships and mentoring. A mentor's primary task is to be a sparring partner for the mentee in such a way that the mentor's own experiences are brought into play. The purpose is to help the mentee shed light on and clarify some of their questions about the challenges of the management job. As the focus is on the leadership role, the mentee will not necessarily have the same professional background as the mentor.

"I highly recommend working with LEAD in larger development projects that involve developing completely new concepts with a high degree of complexity.
We have benefited greatly from the collaboration with LEAD in the development of our new 3-in-1 survey, where we have combined measurements on leadership, well-being and psychological WPA.
The complexity is great when such a comprehensive process must be carried out with the involvement of stakeholders from all parts of the organization, the development of the many questionnaires and, not least, the creation of a secure and efficient IT support."
- Runa Brøchner, HR Manager, Skanderborg Municipality.

We have helped Hvidovre municipality create a new management and employee foundation that sets a clear common direction for where the municipality is going.
The management and employee foundation is a tool for dialog and cultural development, and specifically, it ensures a common language and focus on the themes that are crucial for Hvidovre Municipality to succeed in fulfilling its core task going forward. The starting point is New Synthesis.
In collaboration with Sønderborg Municipality, LEAD has developed a talent program for managers of managers on their way to the next management level. The purpose of the programme was to strengthen the organization's ability to produce leadership talent at a high qualitative level so that there are always qualified applicants for management positions in Sønderborg Municipality. At the same time, the programme should contribute to strengthening quality in all parts of the organization.
LEAD has collaborated with the Danish Ministry of Foreign Affairs on the development of their questionnaire for well-being measurement, with a special focus on ensuring that it also works at foreign embassies.
"Hørsholm Municipality has benefited greatly from LEAD's expertise in planning our 3-in-1 process.
We hired LEAD for a 2-day seminar and gained a lot of useful and specific knowledge in the 2 days.
This 2-day seminar has given us invaluable knowledge and not least confidence in the process work, which is hugely beneficial for us in the further work with our 3-in-1 process."
- Gitte Hübner, HR Consultant & Health & Safety Officer, Hørsholm Municipality
"In the period 2016-2018, LEAD has assisted Thisted Municipality with the development and implementation of a Leadership Pipeline-based management framework. Throughout the process, we have benefited greatly from LEAD's extensive experience in developing customized leadership frameworks based on the latest research in public management and the Public Leadership Pipeline.
The result was a management foundation that, based on the municipality's strategy, has become a common guiding principle for the entire organization. The development process was carried out with massive involvement of the organization's leaders, which has been evident in the subsequent implementation process.
The implementation of the new leadership framework was driven by directors and managers in close collaboration with LEAD, who facilitated implementation seminars where managers were equipped to drive local implementation activities in their own units.
We can now look back on the last 2 years of work and have noticed a change in the way we as an organization think and practice leadership. Some of the most important results of the work are that we have gained a common language about leadership, a greater understanding of each other and a clarity about what is expected of the individual leader and of us collectively.
- Ulrik Andersen, Municipal Director, Thisted Municipality
& Lone Becker, Director of the Employment, Social and Health Administration, Thisted Municipality
LEAD has assisted Holbæk Municipality in conducting a Leadership Pipeline management evaluation based on Holbæk Municipality's new management foundation "A strong partner".
First, a baseline management assessment was conducted in 2016 and repeated in 2017 for internal benchmarking.
In between the two evaluations, leadership development programs were initiated across the municipality to best support leaders and the organization in the development towards stronger leadership - and thereby stronger results.
"We were faced with conducting a 3in1 survey. We had three different companies presenting their products. We had no doubts after LEAD gave a presentation. This is not least due to the professional and research-based approach that LEAD has and continues to deliver.
I feel that we get a highly qualified consultancy service that is characterized by a very committed and professional approach. It is also my experience that LEAD is able to capture and "read" our culture and bring out the best in us.
Our starting point was to get help developing and conducting a 3in1 survey. We were so inspired by the professional approach that LEAD exemplifies that we asked them to help us finalize our new leadership framework that we would use for our 3i1 survey. We are now well on our way to finalizing our 3i1 survey, which is praised by our managers and employees for being clear, transparent and highly participative.
A response rate of 83% speaks for itself. It goes without saying that with LEAD, we have felt well supported throughout the process and have been able to achieve a good result - in fact, to a much greater extent than I had thought possible.
- Søren Henriksen, Head of Center for Management and HR, Ishøj Municipality
"In Hørsholm Municipality, in 2015, we had to merge our WPA/Well-being and management evaluations into one large 3-in-1 survey for the first time. As part of the work, we wanted to sharpen our internal theories and practices in relation to the development of questionnaires and the implementation of evaluations.
I was recommended LEAD by some contacts, and after an initial meeting, we in Hørsholm Municipality decided to buy in LEAD for a 2-day course/workshop. LEAD led us well-prepared and professionally through two good and very rewarding days.
Sometimes customers get exactly what they want, sometimes they get more. Our two days with LEAD definitely belong to the latter category."
- David Schjelde, Team Coordinator in Strategic HR, Hørsholm Municipality
"In continuation of a reorganization in the Social Department, LEAD carried out a tailor-made management team development process in the newly established, larger management team in the period from autumn 2016 to winter 2017.
The development process was based on the effect profile, which was used to uncover the development potential of the management team and to structure the development process. Through the process, we worked on creating a common direction in the new management team, getting to know each other better and strengthening the management team's meeting practice and ability to function. The process strengthened the overall management team's purpose and direction, and it also gave rise to, among other things, streamlining and changing the management team's meeting practices."
- Flemming Nielsen, Head of Social Services, Social, Health and Labor Market Area, Frederiksberg Municipality
"LEAD conducted a leadership development program for my management team at Center Familie og Handicap in the fall of 2016.
The development process was based on the research-based impact profile, which gave us a new perspective on our own performance and a common language about being an effective leadership team. It brought us closer together as a leadership team and was the starting point for discussing topics around our own performance that we hadn't previously addressed.
Through the course, we created a shared view of what the management team's most important results and deliverables are and optimized our way of working together in the management team. We are now in the process of implementing the results of our course."
- Niels Sandemann, Head of Family and Disability, Rebild Municipality
"In 2014, we at Odsherred Municipality worked with LEAD on a management evaluation that was to be linked to the Leadership Pipeline work. It ended up being a 3-in-1 measurement with the development of questionnaires, conducting workshops, dissemination of results, etc.
It was an absolute pleasure working with Stephanie from LEAD. She is able to communicate with everyone from management to employee with great empathy. The great theoretical knowledge is skillfully translated into a practical expression that is easy to work with."
- Kirsten Markvardsen, HR Manager, Odsherred Municipality
"In 2016, LEAD conducted a tailor-made development program for the management team in the Center for Policy and Personnel that lasted 8 months.
The purpose of the development program was to establish a well-functioning and joint management of the new center. The development program gave us a solid common foundation on which to create an effective management team, and it brought our management team closer together both personally and professionally and on our shared management task.
The management group course based on the effect profile gave us a new look at ourselves and meant that we saw some new areas of development that we wouldn't have seen otherwise."
- Martin Weis Holm, Head of Center for Policy and Personnel, Guldborgsund Municipality
"During the fall and winter of 16/17, the Leadership Group at the Center for Children, Youth and Families has been through a development process based on the effect profile, where the purpose was to support the development from being a group of leaders to being a leadership group - to become an effective leadership group in the long run.
Through the process, we were able to align a concrete and meaningful management foundation, where purpose, structure and culture as well as relational collaboration were significantly qualified."
- Mariann Boje Jones, Head of Center, Center for Children, Youth and Families, Aalborg Municipality
LEAD has collaborated with the City of Copenhagen to evaluate group school leadership based on research by Viviane Robinson.
"Implementation remains a discipline in its own right. We have learned this from working with LEAD. They are experts in implementation. By alternating between theory and provocative behavioral studies of ourselves, they nail down the actions needed to change daily practice. It's hard and annoying because it's about our own behavior, but in return we can see that it creates significant results."
- René Junker, CEO, Employment and Social Administration, Odense Municipality
In Randers Municipality, the social area, LEAD has helped implement new knowledge through effective management teams.
"The leadership development course with LEAD has helped the management team at the Center to create a common understanding of the group's purpose, goals, meeting structure and team spirit. The course has contributed to the (sometimes difficult) decisions that need to be made, or made by others in a politically controlled organization, being based on a different foundation, which means that we as a group have become more effective in our collaboration and task solving. LEAD has done a great job of organizing and managing the process with respect for practice, but at the same time created the "disruption" we were looking for."
- Runa Steenfeldt, Randers Municipality
"In connection with a management evaluation, Rebild Municipality collaborated with LEAD in 2016. As part of the process, LEAD planned and facilitated 2 warm-up workshops prior to the measurement and a subsequent workshop for managers, which enabled the managers to understand and work with their own evaluation results. At the same time, LEAD has prepared both internal consultants and the entire management team for the task."
- Bolette Abrahamsen Toft and Pernille Byskov Hillersborg, HR development consultants, Rebild Municipality
How do you develop the leaders who will future-proof the solution of future municipal and regional tasks throughout North Jutland?
LEAD is working with nine North Jutland municipalities and the North Denmark Region to solve this significant challenge. The collaboration is called "Talent Nord" and the ambition is to develop the future leaders of North Jutland together.
Participants are managers of employees and managers of managers who have the ambition and will to take the step towards the next leadership challenge in one of the participating municipalities or in the North Denmark Region. The programme runs for one year and alternates between classroom training and apprenticeships in your own organization, where each talent is assigned two mentors who will support the talent throughout the programme.

Cross-functional collaboration on strategically important issues provides an opportunity to build shared knowledge and build bridges between the organization's collective knowledge. This strengthens both cross-functional collaboration and the ability to deliver on the core mission.
Together with LEAD, Kalundborg Municipality created engagement and activated untapped potential.
"I'm surprised by how far we've come in such a short time and how many good ideas and solutions can be created when we meet across disciplines and areas on a specific issue." - Manager from Kalundborg
"At Skive Municipality, we have developed our management foundation and first management evaluation and well-being measurement without numbers and graphs (we call them Development Dialogues) in collaboration with LEAD.
The collaboration has been characterized by an ongoing close dialogue, where we have always found common solutions that ensured both a management basis and a development dialogue concept that matches the culture in Skive Municipality.
We now have a management foundation that LEAD has helped us develop through participatory large-scale processes with managers and employees and subsequently train the managers in workshops. The communication has been lively, motivating and adapted to Skive Municipality's culture. The leadership foundation has clarified which roles and competencies are mutually expected of managers and employees in Skive Municipality, which has led to a greater understanding that leadership is a shared task.
In the final evaluation of the Development Dialogues, all employees and managers answered "YES" to the question: "Did you have the opportunity to talk about what was important to you in relation to leadership and well-being? leadership and well-being?", which has been the overall purpose of the entire process. Here, the ability to adapt the common concept to the individual conversation has had a particularly positive effect.
We highly recommend LEAD for development processes that are complex and require a high degree of customization and close collaboration with the HR team. It's been a real pleasure and it's also great that we have been able to document that we have succeeded with our overall success criteria."
- Ricki Laursen, HR Manager, Skive Municipality
LEAD has been involved in the process of developing a new corporate strategy for Silkeborg Municipality. Read more about the strategy here.
Online facilitation in Kalundborg Municipality:
As part of a multi-year management development project in Kalundborg Municipality, LEAD has conducted module 4, which consisted of two days of competence development for 50 managers, virtually.
"We had a "natural skepticism" before the course, because could we really retain and develop 50 managers for 2 days virtually? We could! Everything worked 100% optimally, with plenary discussions, virtual group rooms and the possibility of using different visual presentations. Definitely a type of course we will use in the future."
- Jette Feldthaus, Chief Consultant, Kalundborg Municipality
"I can only say that I was quite impressed with the way the sessions were switched, that everything was organized - we were grouped and we could start the group discussions even faster than if we had been physically present. I also found the Zoom platform in this setup more intuitive to use and more stable than what I usually experience on other virtual platforms. All in all, a well-planned and professionally run training session."
- Henrik Rune Holst, Head of Family and Youth Guidance in Kalundborg Municipality
Over a year and a half, almost 200 managers in Kalundborg Municipality will be trained in the municipality's new mindset. Among other things, LEAD has contributed to the development and implementation of a new governance framework based on the New Synthesis.
"We had the pleasure of hosting a workshop on recovering from COVID-19 with Andrea. Andrea is really good at communicating and making difficult material easy. It was a perfect starting point for our organization, where we had the opportunity to reflect and feel in a suitable setting. Participants have said the following about the impact of the workshop afterwards: "Andrea was great at guiding us through the workshop. We could easily recognize the emotional impact of the shutdown and also how management worked to get us back to a new reality with face masks and distance."
Louise Manstrup, Principal, SPUC - Socialpædagogisk Udviklingscenter
