At LEAD, we have extensive experience with strategy design and evaluation. We believe that success depends on viewing strategy as a whole—and recognizing that it cannot be separated from implementation or evaluation.

Strategy, implementation, and evaluation are closely connected. For example, ideas about how to evaluate and measure impact should be considered right from the start—both in ongoing evaluations during implementation and in the final assessment.

Designing and evaluating your strategy rests on key questions: What effect do we want to create? For whom? In what way? And what activities must we initiate or follow up on to achieve this effect?

These questions can be explored through many lenses—anthropological, sociological, psychological, economic—and form the basis for a project plan that outlines and systematizes the process from start to finish. This systematization underpins the strategy design and can be embedded in a strategic evaluation framework.

The Five Steps of Our Strategy Model

Organizations need clear goals and success criteria—and must turn those goals into reality. You need both clear objectives for desired impact and a practical plan for how to achieve them. Without goals—no direction. Without operationalization—no impact.

The five steps are:

    • What effects must be created—and for whom

  2. Target Groups & Deliverables:
    • What will be delivered? To whom? And why?
    • Which services or deliverables are omitted?
    • Which recipients or users are not targeted?

  3. Tasks & Activities:
    • What tasks/activities will be completed?
    • What methods will deliver value?

  1. Organization of Work:
    • How is task execution organized (processes, skills, governance, staffing, IT/data support, leadership)?

  2. Management & Reliable Operations:
    • How is planning for professional results structured?
